Microsoft Recruiting Players to Hunt Xbox Trolls

A common complaint of online gaming in its present form is the prevalence of toxic players who make the experience unnecessarily miserable for others with their behavior. Often, such people are found on Xbox Live, and Microsoft Microsoft is rolling out a pair of new initiatives to help hunt down their trolls.

The first is Enforcement United, where Xbox players can sign up to serve justice to players who may be making the community a worse place. The second is Xbox Community Level, a program where players can level up and earn rewards by being a positive member of the Xbox Live collective, like volunteering for Enforcement United.

?We?ve heard your feedback that you want ways to positively shape your Xbox Live experience, and we feel this is a great way for you to get involved,??Xbox Live policy and enforcement director Glenn Kaleta wrote in an Xbox.com blog.

At first, players will only be judging the appropriateness of other players? Gamertags, looking for potentially bad ones that the built in filters didn?t catch. Despite present restrictions, attention-seeking players always seem to find a way to use numbers and wonky letters to spell out offensive identifiers for themselves.

There will be a system of checks and balances in place so players aren?t just arbitrarily punished, though I expect there will be some level of false positives as always tends to happen with ?tribunal? style community judgment systems like this one. That said, I think it?s a good idea and could help, at least to some degree, to make gaming on Xbox Live more livable. Enforcement United is in its beta phase with this Gamertag analysis program, but there?s no reason to think it couldn?t extend to other aspects of someone?s profile or online habits as well.

A community like Xbox Live is simply too big to be policed by Microsoft employees alone, and this is a good way to draw from the positive members of the community to help make the space a better place. Obviously this won?t solve every issue, but I don?t think it can hurt either.

Right now, only Xbox Live Ambassadors are eligible to serve in the Enforcement? United beta. Ambassadors help out with customer service issues players may have on the behalf of Microsoft, and can rank up their new Xbox Community Level by doing so. You can sign up to join here if you like.

Iran gets new president, vows 'constructive' foreign relations

DUBAI (Reuters) - Hassan Rouhani took office as Iran's president on Saturday promising "constructive interaction with the world" after eight years under Mahmoud Ahmadinejad marked by diplomatic confrontation and damaging sanctions.

The politically moderate 64-year-old cleric's resounding victory at June's election raised hopes of a negotiated end to the dispute over Iran's nuclear program and an easing of the sanctions that have hit the OPEC country's oil exports.

That could avert a possible new war in the Middle East. Both the United States and Israel have said all options - including military action - are open to stop Iran getting nuclear arms.

Supreme Leader Ayatollah Ali Khamenei endorsed Rouhani's election win in a statement read out to political, religious and military grandees assembled at a Tehran religious site.

Khamenei praised the "selection of a worthy individual who has more than three decades of service to the system of the Islamic Republic ... and who from the time of the revolutionary struggle ... has resisted the enemies of the Islamic Revolution."

Symbolizing the handover of power, Khamenei took the presidential mandate from Ahmadinejad and handed the document to Rouhani.

Khamenei then kissed Rouhani on the cheek and the new president kissed the leader on his shoulder, a sign of supplication.

The start of Rouhani's presidency puts an end to the Ahmadinejad era during which Iran grew more isolated and came under wide-ranging United Nations, U.S. and European Union sanctions over its nuclear program.

Rouhani faces enormous challenges, including inflation he put last month at 42 percent, unemployment, and political divisions between conservative, moderate and reformist factions.

"Moderation does not mean deviating from principles and it is not conservatism in the face of change and development. Moderation ... is an active and patient approach in society in order to be distant from the abyss of extremism," Rouhani said in a short speech after becoming president.

"In the international arena we will also take new steps to promote the Iranian nation towards securing national interests and removing sanctions. Although there are many limitations, the future is bright and promising," he said.

"The orientation of the government is Iran's economic salvation, constructive interaction with the world, and a restoration of morality."

Rouhani's first test is persuading parliament to approve his list of proposed ministers, which he is expected to present on Sunday after he takes his oath of office in parliament.

"Rouhani will certainly appoint more competent men and women to key economic ministries and institutions. He will also follow saner economic policies," said Shaul Bakhash, an Iran historian at George Mason University in Virginia.

"But the economic problems are staggering ... Above all, without a serious easing of sanctions, it is difficult to see how Rouhani can get the economy moving again."

CLEAN HANDS

Ahmadinejad defended his time in office, telling state television late on Friday his administration was the least corrupt in history, and blaming sanctions for economic problems.

"We promised to have clean hands; I say with confidence that this government is the cleanest government," Ahmadinejad said, according to the Mehr news agency.

"The enemy has introduced heavy sanctions and the nation has faced problems. We have made our utmost effort but we couldn't resolve all the pressures. This issue has been very difficult for us."

Rouhani has said he will appoint ministers from all political factions, based on their ability, but hardliners have demanded the conservative-dominated parliament reject nominees associated with the "sedition", their term for the months of protests that followed Ahmadinejad's disputed 2009 re-election.

Parliament's confirmation of such candidates would be "a betrayal of the people and the system," Hossein Shariatmadari, editor of the influential hardline daily Kayhan, wrote in an editorial this week.

A source close to Rouhani confirmed to Reuters that he will nominate Mohammad Javad Zarif, a U.S.-educated former ambassador to the United Nations, as his foreign minister.

Another likely pick is Ali Jannati for culture minister, an influential post which oversees domestic and foreign press in Iran and vets cinema, theatre, literature and other arts. Jannati has served as ambassador to Kuwait and his father is Ayatollah Ahmad Jannati, a hardline cleric.

During Ahmadinejad's presidency, press freedoms were curtailed, newspapers shut down, and this year about a dozen journalists were arrested in a crackdown on the press.

In an interview with the reformist Bahar newspaper this week, Jannati sought to distance himself from his father's views and indicated he would support more freedom for artists.

"Intellectual matters are not hereditary," Jannati said, according to Bahar. "I am hopeful that given my views on the fields of music, art, and film, the cultural and artistic atmosphere in the country will soften so that artists can breathe more easily."

Top Cities for Loan Debt in 2013

NEW YORK (TheStreet) -- Colleges and universities are sending out bills (or more likely, e-bills) to students and their families this month for the 2013 fall semester.

Family budgeters already groaning at the burden of mortgage and auto loan debt can only shake their head and try to figure out a practical way of spreading around their limited wealth, covering all the loan debts they've accumulated.

The good news is that Americans are doing a better job of handling that debt. According to Manilla.com, a New York City account management services company, the average total debt held by users across the nation is declining, having decreased 1.1% through the first quarter of 2013 and 4.2% since the fourth quarter of 2012.

At first glance, financial consumers are stepping up to the plate and taking a good cut at their mortgage and student loan debt, if not their auto loan debt:

Mortgages: The average mortgage balance as of July 1 was $150,200, down approximately 4% from the end of 2012. Student loans: The national average student loan balance was $12,814, versus $12,826.04 at the close of the first quarter of 2013. The average loan payment also dropped nearly 8% in this period, from $121 to $112. Auto loans:Auto loan balances have increased 7.9% since the end of 2012, to an average of $13,124. But against that backdrop, another story emerges -- specifically that the size of individual loan debt depends on what city and state you live in. For example, Californians owe the most, on average, on their mortgages. That suggests they're paying the highest prices in the country for a new home. Highest mortgage loan debt, by city: 1. San Francisco: $312,301.64
2. Los Angeles: $262,792.56
3. San Diego: $258,548.22
4. New York: $250,078.12
5. Washington, D.C.: $226,444.31
6. Seattle-Tacoma, Wash.: $199,205.30

There doesn't seem to be any rhyme or reason why the South has five of the top 10 cities for student loan debt, other than residents of those cities have less cash on hand than the average American. More Carbon Emissions = Less Global Warming?

400 PPM: What's Next for a Warming Planet Concentrations of greenhouse gases in the atmosphere have reached this level for the first time in millions of years. What does this portend? >>

It's the debate du jour in the climate blogosphere: How much hotter will the planet get as carbon dioxide levels in the atmosphere rise? The contention began July 20, when the Economist reported that a yet-to-be-released table of data from the Intergovernmental Panel on Climate Change (IPCC), showed that global temperatures would not rise as high this century as scientists had previously predicted. For years scientists have said that if atmospheric levels of carbon dioxide reach 450 parts per million (ppm) the planet would heat up by an average of 2 degrees Celsius above pre-industrial levels. They have also said that if the world crosses that threshold, ecosystems worldwide would suffer serious damage. The IPCC data, however, indicated that levels of 425 to 485 ppm would correspond only to a temperature increase of 1.3 to 1.7 degrees C by 2100. That's a big difference. The Earth has warmed by about 0.8 degree C since the start of the Industrial Revolution, when the CO2 count was 280 ppm. This past May the Earth hit the 400-ppm mark for the first time in 800,000 years, and the average level is now climbing at about 2 ppm annually. Falling short of 2 degrees C by 0.3 degree or more could delay damaging effects. However, the notion of diminished warming is dubious at best. If anything, the world could hit the 2-degree threshold sooner than it thinks. After the Economist published the table, which it had somehow obtained, IPCC spokespeople and independent experts quickly trashed the data--and the magazine itself. They said the table was a preliminary draft, was not reviewed, was not even being used by the relevant IPCC experts, and should never have been quoted. The IPCC stands by its equation of 450 ppm = 2 degrees C, based on "climate sensitivity" data--how much temperatures will rise given an ongoing increase in atmospheric carbon dioxide. And indeed, prior IPCC temperature projections have held up. Those projections matter because the desire to avoid warming of more than 2 degrees C has driven policy decisions in many countries and underlies international climate agreements. Those agreements notwithstanding, global greenhouse gas levels continue to rise. Industrialized countries actually cut their CO2 emissions by 7 percent in the past five years, according to the Worldwatch Institute, but emissions from developing countries have soared. The total global output keeps increasing, hitting a new record high of 31.6 million metric tons in 2012. Furthermore, recent science shows that two major mechanisms that tend to slow the rise of atmospheric CO2 are diminishing. First, over the past decade the oceans have absorbed about 26 percent of all CO2 emissions, according to the Scripps Institution of Oceanography. About 28 percent is taken up by plants, leaving 46 percent wafting into the atmosphere. But scientists from various institutions have noted that the rate of ocean absorption is slowing. There are several reasons why, but part of the effect is simply that the more the water absorbs, the harder it becomes to store even more. The atmosphere will likely take up a larger share of emissions--unless we plant lots of trees. Second, as the world shifts away from burning coal and reduces tailpipe emissions, those steps lessen the amount of aerosols--tiny particles--released into the atmosphere. We benefit with less pollution and fewer health problems, but aerosols also block incoming sunlight; fewer particles will allow more solar heating. Some experts point out that we've already hit the 450-ppm mark. Technically speaking, the level is called "450-ppm equivalent"--the warming from all greenhouse gases, such as methane, expressed as if all the heating were due to CO2. Estimates indicate that when CO2 levels alone reach about 400 ppm, the total effect of all gases would be about 450-ppm CO2 equivalent. Having hit 400 ppm of CO2 for a brief time in May (the high point each year), we're essentially at that 450-ppm equivalent now. It is still difficult to say how much temperatures will rise by 2050 or 2100 due to the carbon dioxide that is already in the atmosphere--known as "the warming in the pipeline." There is a lag between any rise in CO2 levels and the heating that results, so the planet is "locked in" to further warming--and to the chief repercussions such as further sea level rise. But the IPCC has released good estimates of the pipeline: the best case is that the average global temperature at the Earth's surface will rise 1.5 degrees C by 2100, compared with 1990 levels. The worst case is 4.5 degrees C, and the most likely case is 3 degrees C. In his own assessment of the numbers, Dana Nuccitelli, a physicist who writes at the Skeptical Science blog--known for deep analysis of these matters--notes that the 1.5 degrees C case would only be possible if the world stopped increasing emissions by 2020 and then began reducing them by 3.5 percent a year. As he notes, that scenario "involves extremely aggressive greenhouse gas emissions reductions." Aggressive is not impossible, although it may be unlikely. Still, anything that the world does to reduce emissions slows the eventual temperature rise. Scientific American has written about many possible steps, including a succinct short-list by my colleague David Biello. We'll have an updated--and fully peer-reviewed--analysis of warming soon; the IPCC will release its next big assessment of CO2 data and all things climate on September 23. HTC One sales fuel monthly revenue of $660m

HTC has announced its unaudited revenue figures for April 2013, revealing that it brought in NT$19.6bn ($660m) last month. This makes April HTC’s best month of 2013 so far, with revenue up from the NT$15.86bn ($540m) it made in March. However it’s still a significant fall from the NT$30bn ($1.2bn) it brought in during the same month last year.

The higher revenues are likely fueled by early sales of the new HTC One, although we should note that much of the world -- including the crucial U.S. market -- had yet to see the handset until late April.

HTC will be relying on sales of the One to push it towards projected Q2 2013 revenue of NT$70 billion ($2.73 billion). The company recently announced its Q1 2013 financial results, showing its worst ever quarterly earnings. It’ll be hoping that today’s numbers are the first signs of a Q2 turnaround.

This week's federally sponsored report about the mysterious disappearance of honeybees, known as colony collapse disorder, pointed to a complex combination of factors, ranging from parasitic mites to pesticides. But what are experts going to do about it? And what about the pesticides known as neonicotinoids, which are facing a ban in European countries?

In an email to NBC News, the Environmental Protection Agency says it's speeding up its schedule for reviewing research on neonicotinoids and their potential effects on honeybees. It's also fine-tuning existing regulatory practices and setting up new educational efforts to deal with colony collapse disorder. Here's how the EPA responded to NBC News' questions about the next steps to counter the honeybee die-off:


Are there any specific policy questions under consideration? Anything relating to the next steps in the wake of the report?

"EPA is working collaboratively with beekeepers, growers, pesticide manufacturers, seed manufacturers, equipment manufacturers, USDA and states to apply technologies to reduce pesticide dust drift, to advance best management practices, to improve enforcement guidance and to explore enhancing pesticide labeling in order to protect bees. Specifically, EPA is:

  • Moving to change pesticide labels which will limit applications to protect bees and be more clear and precise.
  • Moving to add warning statements to each bag of pesticide-treated seed.
  • Issuing new enforcement guidance to federal, state and tribal enforcement officials to help them investigate bee kills.
  • Working with the equipment manufacturer and pesticide and seed industry and USDA to develop and apply technologies to reduce pesticide dust drift during planting seasons.
  • Working with USDA and other partners to promote Best Management Practices for growers and beekeeping via a new website, education and training modules for professional applicators, video, and other mechanisms
  • Finally, EPA is working on a range of national and international efforts to develop appropriate tests for evaluating both exposure to and effects of pesticides on insect pollinators. EPA is also requiring new lab and field studies to inform the risk assessment process to better understand pollinator risks."

On the subject of nicotinoids, the EPA has said it's conducting risk assessments on the pesticides' effects, but is there anything more specific that can be said?

?"The agency has accelerated the schedule for registration review of the neonicotinoid pesticides due to uncertainties about these pesticides and their potential effects on bees. We have several hundred registrant studies addressing the effects of neonicotinoids to individual bees as well as colonies in field settings. In addition, the EPA has evaluated open-literature derived studies that meet the established standards for use in a regulatory context.

"If at any time the EPA determines there are urgent human and/or environmental risks from pesticide exposures that require prompt attention, the agency will take appropriate regulatory action, regardless of the registration review status of that pesticide."

BOSTON (AP) ? A Vermont woman revealed her new face Wednesday, six years after her ex-husband disfigured her by dousing her with industrial-strength lye, and said she went through "what some may call hell" but has found a way to be happy.

Carmen Blandin Tarleton of Thetford had face transplant surgery at Boston's Brigham and Women's Hospital in February and spoke publicly for the first time at a news conference at the hospital Wednesday.

"I'm now in a better place, mentally and emotionally, than I ever could have imagined six years ago," said Tarleton, a former transplant nurse. "I want to share my experience with others, so they may find that strength inside themselves to escape their own pain."

In 2007, the 44-year-old mother of two was attacked by her then-husband, Herbert Rodgers, who believed she was seeing another man. Police say he went to the house looking for that man, then went into a fury directed toward Tarleton, striking her with a bat and pouring lye from a squeeze bottle onto her face.

When police arrived, Tarleton was trying to crawl to a shower to wash away the chemical. It already had distorted her face.

In 2009, Rodgers pleaded guilty to maiming Tarleton in exchange for a prison sentence of at least 30 years.

"I learned that ... forgiveness doesn't condone anything he did and it's not about him ? it's about forgiving him, it's forgiving myself, it's allowing myself to move forward and not getting stuck in the tragedy of that night," said Tarleton, who has undergone 55 surgeries during the past five years.

During the face transplant surgery, more than 30 surgeons, anesthesiologists and nurses worked for more than 15 hours to replace her skin, muscles, tendons and nerves, the hospital said.

The face donor was a Williamstown, Mass., woman named Cheryl Denelli Righter who died of a sudden stroke, a hospital spokeswoman said.

Righter's daughter, Marinda, told Tarleton on Wednesday that she looked beautiful, adding she was certain her mother had somehow picked Tarleton. "They are both mothers, they are both survivors, they are both beacons of light," she said.

Righter said that after meeting Tarleton for the first time Tuesday, she felt overjoyed for the first time in a long time.

"I get to feel my mother's skin again, I get to see my mother's freckles, and through you, I get to see my mother live on," she said before going to Tarleton to hug and kiss her again. "This is truly a blessing."

Tarleton is legally blind and read her remarks from a tablet. She thanked Righter's family for what she called "a tremendous gift" that's greatly alleviated the physical pain she'd felt daily.

She referred to the victims of the Boston Marathon bombing and said the city is "facing the challenges of pain and forgiveness."

"There is a lot to learn and take from horrific events that happen," Tarleton said. "I want others to know that they need not give up on feeling (like) themselves when tragedy strikes, but instead they can make a choice to find the good and allow that to help them heal."

Tarleton described how it feels to touch and wash her face since her transplant.

She said she still doesn't have full sensation on her new face, but she is experiencing tingling in certain areas. As all that tissue starts to settle, she feels the sensation change almost every week, she said.

The tingling and other sensations are triggered by the regrowth of nerves that were connected during transplant surgery, said Dr. Bohdan Pomahac, the lead surgeon for the face transplant and the director of Plastic Surgery Transplantation at Brigham and Women's Hospital.

"Carmen will be able to feel her face, and gradually, close to what we feel (on) our faces," he said.

"I have been on this incredible journey for the last six years and receiving this wonderful gift ends this chapter of my life," Tarleton said. "What a great way to move forward with what life has for me now."

Steven Spielberg to direct 'American Sniper'

LOS ANGELES (AP) ? Steven Spielberg has his sights set on his next project, a movie about former Navy SEAL sniper Chris Kyle.

A spokeswoman for DreamWorks Studios says the filmmaker will direct Bradley Cooper in an adaptation of the best-selling book "American Sniper."

"Spread" screenwriter Jason Hall wrote the script based on the autobiography of Kyle, who was killed along with a friend earlier this year while at a North Texas gun range. An Iraq war veteran who they were trying to help deal with PTSD is charged with the killings.

Kyle is considered to be the deadliest sniper in U.S. military history. At the time of his death, he was working on another book, "American Gun: A History of the U.S. in Ten Firearms."

The film will be a co-production of DreamWorks and Warner Bros.

Stocks stall on tepid GDP growth

Stocks?stalled Friday after GDP didn't grow as much as hoped and earnings from a handful of big companies failed to rev up investors.?Weaker hiring reports have also held stocks back.

The?stock?market stalled Friday after the U.S. economy didn't grow as much as hoped and earnings from a handful of big companies failed to rev up investors.

The economy grew at a 2.5 percent annual rate in the first three months of the year, the government said. That was below the 3.1 percent forecast by economists.

The shortfall reinforced the perception that the economy is grinding, rather than charging, ahead. Investors have also been troubled by reports in the last month of weaker hiring, slower manufacturing and a drop in factory orders. Many economists see growth slowing to an annual rate of around 2 percent a year for the rest of the year.

U.S. government bonds, where investors seek safety, rose after the report.

"There are some concerns as we head into the summer," said JJ Kinahan, chief derivatives strategist for TD Ameritrade. "In the last three weeks, we've have seen numbers that weren't exactly what you'd love to see."

Corporate earnings this week have also contained worrisome signs. Many companies missed revenue forecasts from financial analysts, even as they reported higher quarterly profits. For example, Goodyear Tire slipped 3.3 percent to $12.51 Friday after revenue fell short of analysts' estimates, hurt by lower global tire sales.

Of the companies that have reported earnings so far, 70 percent have exceeded Wall Street's expectations, compared with a 10-year average of 62 percent, according to S&P Capital IQ. However, 43 percent have missed analysts' revenue estimates. Just over half of the companies in the S&P 500 have reported quarterly results.

The S&P 500 index dropped 2.92 points, or 0.2 percent, to close at 1,582.24.

The Dow rose 11.75 points, or 0.1 percent, at 14,712.55. The index got a big lift from Chevron. Profit for the U.S. oil company beat expectations of financial analysts in the first quarter, pushing shares up 1.3 percent to $120.04.

Three?stocks?fell for every two that rose on the New York?StockExchange.

Both indexes were up for the week and remain slightly below their all-time highs reached April 11. The Dow index rose 1.1 percent this week while the S&P gained 1.7 percent.

The market has been bolstered by the Federal Reserve's easy money policy. The disappointing growth figure for the economy will ensure that the Fed sticks with its stimulus policy, providing a support for?stocks, said Peter Cardillo, chief market economist at Rockwell Global Capital.

"The economic data that we've been getting points to no early exit for the Fed's stimulus," Cardillo said.

The Nasdaq composite fell 10.72 points to 3,279.26, a decline of 0.3 percent. The index is still 2.3 percent higher this week.

The tech-heavy index has lagged the Dow and the S&P 500 this year, but it led the way higher this week, boosted by Microsoft. The software giant, which makes up 5.3 percent of the Nasdaq, recorded its biggest weekly gain since January last year, 6.8 percent, after reporting earnings April 19 that beat Wall Street's expectations. The company also rolled out an aggressive push into the computer tablet market.

Even Apple, the largest?stock?in the Nasdaq, had a good week. Apple rose 6.8 percent to $417.20, its best weekly gain since November, despite posting a decline in quarterly profit Tuesday. Apple accounts for 7.6 percent of the Nasdaq composite.

Among other big names investors were focusing on, Amazon.com fell 7 percent to $254.81 after the company warned of a possible loss in the current quarter. The online retailer also reported lower income for the first quarter as it continued to spend heavily on rights to digital content. Expedia fell 10 percent to $58.56 after the online travel company reported a quarterly loss.

Homebuilder D.R. Horton surged 8.7 percent to $26.66 after its income nearly tripled thanks to a continuing recovery the housing market. The results handily beat the forecasts of financial analysts who follow the company.

J.C. Penney jumped 12 percent to $17 after the billionaire financier George Soros disclosed that he had taken a 7.9 percent stake in the struggling company.

In government bond trading, the yield on the 10-year Treasury note slipped to its lowest rate of the year, 1.67 percent, from 1.71 percent the day before. The yield has fallen from 2.06 percent six weeks ago as traders move money into lower-risk investments.

The dollar weakened against the euro.

The European currency bought $1.3029 at the end of day, compared with $1.3002 the day before. The ISE dollar index, which measures the U.S. currency against a group of other world currencies including the Japanese yen and the euro, dropped 0.3 percent, to 82.48.
