Stocks stall on tepid GDP growth

Stocks?stalled Friday after GDP didn't grow as much as hoped and earnings from a handful of big companies failed to rev up investors.?Weaker hiring reports have also held stocks back.

The?stock?market stalled Friday after the U.S. economy didn't grow as much as hoped and earnings from a handful of big companies failed to rev up investors.

The economy grew at a 2.5 percent annual rate in the first three months of the year, the government said. That was below the 3.1 percent forecast by economists.

The shortfall reinforced the perception that the economy is grinding, rather than charging, ahead. Investors have also been troubled by reports in the last month of weaker hiring, slower manufacturing and a drop in factory orders. Many economists see growth slowing to an annual rate of around 2 percent a year for the rest of the year.

U.S. government bonds, where investors seek safety, rose after the report.

"There are some concerns as we head into the summer," said JJ Kinahan, chief derivatives strategist for TD Ameritrade. "In the last three weeks, we've have seen numbers that weren't exactly what you'd love to see."

Corporate earnings this week have also contained worrisome signs. Many companies missed revenue forecasts from financial analysts, even as they reported higher quarterly profits. For example, Goodyear Tire slipped 3.3 percent to $12.51 Friday after revenue fell short of analysts' estimates, hurt by lower global tire sales.

Of the companies that have reported earnings so far, 70 percent have exceeded Wall Street's expectations, compared with a 10-year average of 62 percent, according to S&P Capital IQ. However, 43 percent have missed analysts' revenue estimates. Just over half of the companies in the S&P 500 have reported quarterly results.

The S&P 500 index dropped 2.92 points, or 0.2 percent, to close at 1,582.24.

The Dow rose 11.75 points, or 0.1 percent, at 14,712.55. The index got a big lift from Chevron. Profit for the U.S. oil company beat expectations of financial analysts in the first quarter, pushing shares up 1.3 percent to $120.04.

Three?stocks?fell for every two that rose on the New York?StockExchange.

Both indexes were up for the week and remain slightly below their all-time highs reached April 11. The Dow index rose 1.1 percent this week while the S&P gained 1.7 percent.

The market has been bolstered by the Federal Reserve's easy money policy. The disappointing growth figure for the economy will ensure that the Fed sticks with its stimulus policy, providing a support for?stocks, said Peter Cardillo, chief market economist at Rockwell Global Capital.

"The economic data that we've been getting points to no early exit for the Fed's stimulus," Cardillo said.

The Nasdaq composite fell 10.72 points to 3,279.26, a decline of 0.3 percent. The index is still 2.3 percent higher this week.

The tech-heavy index has lagged the Dow and the S&P 500 this year, but it led the way higher this week, boosted by Microsoft. The software giant, which makes up 5.3 percent of the Nasdaq, recorded its biggest weekly gain since January last year, 6.8 percent, after reporting earnings April 19 that beat Wall Street's expectations. The company also rolled out an aggressive push into the computer tablet market.

Even Apple, the largest?stock?in the Nasdaq, had a good week. Apple rose 6.8 percent to $417.20, its best weekly gain since November, despite posting a decline in quarterly profit Tuesday. Apple accounts for 7.6 percent of the Nasdaq composite.

Among other big names investors were focusing on, Amazon.com fell 7 percent to $254.81 after the company warned of a possible loss in the current quarter. The online retailer also reported lower income for the first quarter as it continued to spend heavily on rights to digital content. Expedia fell 10 percent to $58.56 after the online travel company reported a quarterly loss.

Homebuilder D.R. Horton surged 8.7 percent to $26.66 after its income nearly tripled thanks to a continuing recovery the housing market. The results handily beat the forecasts of financial analysts who follow the company.

J.C. Penney jumped 12 percent to $17 after the billionaire financier George Soros disclosed that he had taken a 7.9 percent stake in the struggling company.

In government bond trading, the yield on the 10-year Treasury note slipped to its lowest rate of the year, 1.67 percent, from 1.71 percent the day before. The yield has fallen from 2.06 percent six weeks ago as traders move money into lower-risk investments.

The dollar weakened against the euro.

The European currency bought $1.3029 at the end of day, compared with $1.3002 the day before. The ISE dollar index, which measures the U.S. currency against a group of other world currencies including the Japanese yen and the euro, dropped 0.3 percent, to 82.48.

Egypt arrests 12 'Black Bloc' members at presidency | Morocco ...

CAIRO, April 27, 2013 (AFP)

Egyptian police arrested 12 members of the ?Black Bloc? ? a violent group opposed to the Muslim Brotherhood ? after clashes outside Cairo?s presidential palace, the official MENA news agency said Saturday.

Protesters hurled rocks and fire bombs at the walls of the presidential palace in Heliopolis, and torched a police vehicle, a security source told MENA.

?Security forces arrested 12 youths who were among rioters involved in the events around the presidential palace on Friday,? the source said, adding the judiciary would take action against those involved.

Police fired tear gas to disperse the masked activists of the Black Bloc movement, a security source told AFP.

Footage broadcast on private television station ONTV showed a police vehicle ablaze on the edges of the presidential palace compound.

State television reported early Saturday that ?clashes between the police and the Black Bloc at the presidential palace wounded 20 people.?

A security official told AFP that three security personnel, including two officers, were among those hurt.

Demonstrators, hooded and masked and dressed in black from head to toe, appeared in January in Cairo and other provinces, calling themselves the Black Bloc.

They present themselves as the defenders of protesters opposed to Islamist President Mohamed Mursi?s rule.

On their Facebook page, the activists say they are a ?generation born of the blood of the martyrs? from the 2011 revolution that toppled former president Hosni Mubarak.

Prosecutor general Talaat Abdallah accused the group of ?terrorism? three months ago.

For the past five months, Egypt has been suffering a grave political crisis, marked by deadly clashes between supporters and opponents of Mursi.

The palace in Heliopolis has already been the scene of similar violence, notably in December, when tens of pro- and anti-Mursi demonstrators died in clashes.

Human Genome Project Marks 10th Anniversary

This month marks the 10-year anniversary of the Human Genome Project, a 13-year international effort to determine the sequence of the 3 billion "letters" in a human being's DNA.

The $3 billion project, led by the U.S. Department of Energy and the National Institutes of Health, began in 1990 and was completed on April 14, 2003. In the decade since then, scientists have achieved many important milestones in using genomic discoveries to advance medical knowledge.

Sequencing technology has vastly improved in recent years. Sequencing the first human genome cost about $1 billion and took 13 years to complete; today it costs about $3,000 to $5000 and takes just one to two days.

Probing genome function

But just knowing the sequence would be meaningless without a way to interpret it. So researchers found ways to study the genome?s function, by sequencing the genomes of 135 other organisms and surveying the global variation among human genomes. [Unraveling the Human Genome: 6 Molecular Milestones]

Researchers compared the genome sequences of other animals, such as chimpanzees and platypuses, as well as other eurkaryotic organisms (those whose cells have a nucleus), such as yeast and flat worms. From this comparison, scientists could identify stretches of DNA that have remained largely unchanged over the course of evolution. Five to 8 percent of the human genome has been unchanged for thousands of years.

One of the more surprising findings is how little of the human genome (only 1.5 percent) actually encodes proteins, the molecular building blocks that perform most of the critical functions inside cells.

To probe this mystery, more than 400 researchers from 32 labs worldwide created the ENCyclopedia Of DNA Element (ENCODE) consortium. In 2012, they published many important findings about how the human genome functions. These include locations in the genome that may be genetic "switches" to turn genes on and off, as well as demonstrating that more than 80 percent of the genome that was once called "junk DNA" actually does serve a function.

Other research has focused on measuring the variation among human genomes. Preliminary studies during the Human Genome Project indicated that human genomes differ by just one-tenth of a percent. Investigating the limited variation that does exist is key to understanding human health and disease.

In sickness and in health

The first catalog of human genome variation was the International HapMap Project, which compared the genomes of people from Europe, China, Japan and Africa. Biotech companies have used findings from this project and its follow-on, the 1000 Genomes Project, to study populations with and without diseases, in the hope of identifying genetic variants associated with disease. Such genome-wide association studies have resulted in the identification of thousands of variants that can influence a person's likelihood of developing a disease.

As a result of these studies, the U.S. Food and Drug Administration now requires that the labels of more than 100 drugs include information about certain genetic markers, so doctors can tailor their prescriptions based on a patient's genetic makeup.

In the 10 years since the Human Genome Project was completed, researchers have made big strides in using genomic information in diagnosing and treating cancer. For instance, the breast cancer drug trastuzumab (Herceptin) only works for women with tumors of a certain type known as "HER-2 positive." Similarly, the lung cancer drugs gefitinib (Iressa) and erlotinib (Tarceva)are only effective for patients whose tumors have so-called "EGFR" mutations.

Mutations in only 53 genes were linked to disease when the genome project began, whereas more than 2,900 genes are today.

But scientists have a long way to go in understanding the human genome and how it can be used for improving human health. The rise of personalized genomics and changes in the ways health information is collected and used are prompting a new era in medicine, which brings both challenges and opportunities.

As a little girl, she would assist her mother with preparation of various dishes which the family would sell at the dances. It was perhaps while partaking in such activities that the young lady fell head over heels in love with the various aspects of life that dealt with Home Economics.

As the years went by, she nurtured her talent in the kitchen and home and furthered her studies in the much-loved field and even represented Guyana at Home Economics Conferences around the world.
Moreover, she has been a well-recognized educator, especially in her capacity as District Education Officer in several parts of the country.
Catherine Doreen Archer was born at Lot 36 Stanleytown, New Amsterdam, to Mary and Samuel Archer (both deceased). She attended the All Saints? Anglican School, Berbice High and later, Victoria High School. She subsequently did a few commercial subjects and opted to teach at the Mission Chapel Congregational School.
Catherine then enrolled at the Teachers? Training College and chose to pursue Home Economics as her specialist subject, which she was later assigned to teach at the St. Francis Xavier R.C. School (present- day Port Mourant Secondary), under the headship of Mr. Lionel Solomon. She worked there until she was transferred to Berbice High. She later migrated to Toronto, Canada, after being chosen to become familiarised with and trained in preparation for the introduction of a multilateral programme that was to have been instituted countrywide by the then education ministry. This training took place at a Canadian university.
When asked what made her enter teaching, Ms. Archer related that it ?was the thing to do at the time?. ?I opted for Home Economics because my mother was always doing something related to that. She did catering?those were the days when you sold at dances. She would sell whether at the police dance or lodge dance. From the day before there was lots of activity in the house.?
?You?re baking patties, making stuffed eggs?and you, as a child, you?re part of it?you?re helping to put the pepper on the stuffed eggs? so you?re doing things, you?re learning, and I thought when I entered Training College and opted for that, that was most fulfilling.?
Ms. Archer briefly recalled that during her Home Economics stint at Training College, she told her lecturer that she [her lecturer] didn?t really teach her anything new, except for the fact that ?she taught me the correct names for the things?.
?I learnt the correct terms, but the actual things we did were things I learnt from my mother. Those skills benefitted me for life?And you?re willing to pass them on, because you feel, if you die, you die with those invaluable skills, so Home Economics is [for] life?.
Ms. Archer worked at the Hopetown Home Economics Centre in West Berbice until 1981 after which she was assigned as Education Supervisor in Region Three. She also pursued her Bachelor of Education Degree in Home Economics, after which she returned to Region Six and took up her position as District Education Officer (DEdO). A number of schools in the region fell under her purview, during which she was responsible for overseeing the administering of technical education.

Ms. Archer reminisced about her many years working as DEdO in Georgetown, Regions Three, Five, and Six.
?It gave you an opportunity to learn different administrative styles because you worked under different persons and to each one, you saw managerial approaches that were different,? she reflected.

She reminisced about going into the various areas, and particularly remembered the Canals Polder ??it was striking that people were willing to learn. But don?t go to the Canals Polder on a Friday because they have to reap for market on a Saturday?.
The lifestyle and culture of the diverse locales, she noted, made a difference.
?In Region 5, I never got to go in to the riverain areas because it was always difficult in terms of transportation. But in Region 3, people would come out and you would arrange this. Early in the morning, a small boat would take you into the Parika Backdam, Saxacalli or Lanaballi. Sometimes you don?t know what you?re going to eat, where you going to sleep or when you coming out, but you?re going because there are schools you need to visit. It helped that the residents were very friendly.?
She related that it was not really hard being away from home for long periods, because ?there was a focus?. Her father was alive, she stated, thus her mother had company back at home. However, it was after her father died, that it was a bit hard for her mom to be alone at home. During this difficult period, Ms. Archer would sometimes have to rush back home just to make sure mom was doing fine.
She added that she refused a job opportunity out of Berbice as well as an application to further her studies in the form of a Master?s Degree, ?because I couldn?t take her [mom] away from New Amsterdam or leave her alone?.

Retirement
Catherine Archer retired in 1997 from the education sector. She then decided to do voluntary work whereby she monitors the School Based Assessments (SBAs) for students writing CXC exams; supervises ACCA Exams and also works with inmates at the New Amsterdam Prisons, ?mostly the females, but sometimes I am asked to do work with some individual males?.
Ms. Archer often teaches them how to decorate cakes and suchlike, ?so at least they go out with a skill and I do self-esteem workshops and programmes with them, along with individual counseling?. She was recognized for her valiant efforts at the prison with numerous awards and certificates, both regionally and nationally.

Because she regularly counseled inmates, she related that they started to develop a trusting bond with her.
?Others wanted to talk with me and some days I would go in with the intention of spending an hour and I would end up spending three hours?When you sit and listen to them, when you leave there, you are tired?but you just have to listen. They found it easier to confide in a stranger and they were very comfortable talking to me and I tried my utmost to guide them along.?
She is also deeply involved in church-related activities, being a devout Anglican at the All Saints? Church. A good planner, she is, in events for that Church such as cake sales, prayer breakfasts, tea parties, bazaars and the upcoming Mother & Child Pageant for Mother?s Day.
Even though she retired from practicing Home Economics in schools, etc., Ms. Archer visited a number of countries, where she participated primarily in International Federation of Home Economics Congresses ? like the one in 2004 in Japan, where she did a presentation. Additionally, in 2008, she participated in a similar high level forum in Switzerland. She is a member of the Caribbean Association of Home Economics, of which Guyana is a part.
She also played an integral role in the start-up of the New Amsterdam Action Group (NAAG), a non- Governmental body that aims at improving the physical environment of the town of New Amsterdam, particularly in the area of solid waste management. The group did a lot of work with residents of Angoy?s Avenue and the efforts proved to be a catalyst in that the government, after the project, decided to rehabilitate the roads in that squatting area.
Ms. Archer related her frustration with littering in the town. ?Until the government and the council put strict mechanisms in place that will deter people from dropping stuff along the way, I will not get involved in solid waste anymore?.

Accolades
And then there are the accolades. Ms. Archer received an ?Award for Sterling Contribution to Education? from the Region Six Department of Education in October 1994 as well as another for ?Outstanding Contribution to Education? in August 2011. Other accolades and appreciatory certificates include an Award for ?Outstanding Contribution to the Municipal Agenda Process? from the New Amsterdam Mayor & Town Council in 2004; an award for ?Sustained Collaboration towards the Development of the Guyana Prison Service? (GPS) in September 2010; an honouree award along with 51 other women in Guyana for the International Year for the People of African Descent by the Regional Sub-Committee Region Six on the occasion of the 173rd Anniversary of Emancipation in 2011,? as well an award from Director of Prisons, Mr. Dale Erskine of the Guyana Prison Service on the GPS?s 26th Anniversary.

I then asked Ms. Archer what part Home Economics plays in the lives of Guyanese students today.
?It is supposed to be important, but it?s sad to say it seems to be dying in the curriculum. I recall the days when the subject was taught in primary schools?but not so today. It?s worrying that not many students pursue it in the secondary schools. You go into some schools and you find very few children writing the subjects? and if they write Food & Nutrition (F&N) and Home Economics Management, you may just find one or two writing the

Clothing and Textiles,? she candidly stated.
She bemoaned the fact that the numbers of students entering for these subjects at the CXC level are very low each year as well. ?They seem not to be putting the emphasis on Home Economics and its related subjects.?
Ms. Archer recalled primary schools in the Berbice area which offered Home Economics and Industrial Arts many years ago and had very active departments.
?There were schools that offered these like Fort Ordnance, Rose Hall Scots, St. Francis Xavier R.C., Port Mourant, Tain, and Black Bush Polder primary schools. Little by little, they began to close down?but now it?s mainly the secondary schools that carry the technical departments, not the primary?I don?t know the justification for that.?
Home Economics, she stated, is not a subject just for the females.
?Fewer males do it?and there was a time that the males tried to get into it [Home Economics] because they wanted to go and work on ships and they needed to do the F&N programme. And then you found males in the secondary schools were interested. But it?s for everybody?you wear clothes; you live in a house and you have to eat food and live; so that is the subject?, she asserted.
Looking back through the years, our ?Special Person? stated that ?I don?t think I would change anything?I would live it the same way. I am quite satisfied with my life and service to humanity and I am trying very much now to serve God in the right way?.
Today she enjoys spending time in the kitchen. She makes a lovely and delicious serving of guava cheese, a piece of which she gave me to sample. She also makes guava jelly and bakes cakes, little sources of income for her these days.
?I love baking black cake and I like to sew, but it gets tedious sometimes. While I was confined (at home for awhile due to hip-replacement surgery) and had nothing else to do, I did a lot of patchwork pieces and quilts?all done by hand, and I used to crochet a lot.?
She concluded with words of advice for the young among us. ?Live a life that is meaningful and that will impact the lives of others. Choose what you want to do, but make sure it is within the context of doing to others as you would have them do unto you.?

    Irish bank forges in the smithy of its soul a botched James Joyce coin

    The Central Bank of Ireland will not withdraw a 10 euro coin that it minted to commemorate Irish novelist James Joyce, even though the coin misquotes a line from his masterpiece 'Ulysses.'

    Red faces on the island of the green: A ?10 coin minted to commemorate novelist James Joyce but misquoting his work will not be withdrawn, the Central Bank of Ireland has said.

    He was one of Ireland's most renowned writers, and one of the few titans of modernism the country has ever produced, so it's no surprise that Ireland would seek to commemorate Mr. Joyce. It's a pity, then, that the launch of a commemorative ?10 ($13) coin has been marred by a mistake.

    Comedians may be inclined to ask if a ?10 coin costing ?46 ($60) is a sign of continuing turmoil in the eurozone. Or rather, they might have, if there wasn't an even easier target: The coin features an engraved misquote on its obverse.

    The quote from Joyce's masterpiece "Ulysses," one of the key texts of 20th century modernist literature, should have read: ?Ineluctable modality of the visible: at least that if no more, thought through my eyes. Signatures of all things I am here to read."

    The script on the coin adds the extra word "that" to the second sentence, changing it to: "Signatures of all things that I am here to read."

    The coin was designed in Ireland by Mary Gregoriy but minted by Mayer?s Mint in Germany, something that is itself a source of some mirth in the land of Joyce's birth, given widespread feeling the country has lost its economic sovereignty to Germany.

    The design shows a stylized Joyce wearing his trademark spectacles with the words pouring in cursive script from his head.

    Human error was blamed for the quotation mistake, with the Central Bank saying a staff member made a mistake copying the text.

    Though the coin has sold out, the bank says a refund will be available to purchasers, who will be told of the misquote.

    "While the error is regretted, it should be noted that the coin is an artistic representation of the author and text and not intended as a literal representation," the bank said in a statement.

    Copyright expired on Joyce's work on Jan. 1, 2012. Prior to this his estate, run by his grandson Stephen Joyce, had fiercely guarded the writer's work, virtually forbidding all but the shortest quotations.

    Irish-born novelist Gerry Feehily, now living in Paris, pours cold water on the cult of Joyce, not because he wasn't a great writer, but because his function today is quasi-political and at odds with history.

    "Few people read Joyce, certainly they didn't at the time," he says.

    According to Mr. Feehily, the error on the commemorative coin is doubly embarrassing given Ireland uses its literary figures as form of identity creation and tourism marketing.

    "Ireland spends all its time talking up writers it hated. No Irish writer was ever accepted in their time. It's only through this conscious, revisionist reinvention of the Irish identity that we've decided to make something of Joyce, [Samuel] Beckett, and even poor old silly [Oscar] Wilde," he says.

    Nonetheless, perhaps there is a certain poetry in the gaffe. Although the Joyce novel quoted on the coin, "Ulysses," is a difficult read, Joyce's last major work, "Finnegans Wake" (yes, there's no apostrophe) is famously close to unreadable, composed as it is of stream of consciousness, linguistic acrobatics, neologisms and, well, gibberish.

    As Joyce himself wrote: "bababadalgharaghtakamminarronnkonnbronntonnerronntuonnthunntrovarrhounawnskawntoohoohoordenenthurnuk!?

    Nonetheless, Antony Farrell, founder of publisher Lilliput Press in Dublin, says there is a serious side to the error.

    "My editor, Danis Rose, who edited the definitive editions of 'Ulysses' and 'Finnegans Wake,' was in today and he found it risible. It's incredible that [the bank] didn't hire a Joyce consultant and that they haven't withdrawn it."

    Mr. Farrell says while the lack of attention to detail may make the coin even more of a collector's item, it doesn't speak well of Ireland.

    "Calling it artistic license, as people are, diminishes the idea that we value our culture ? it's demeaning, frankly."

    As U.S. talks up diplomacy, N. Korea takes hard line

    TOKYO (AP) ? The United States and Japan opened the door Sunday to new nuclear talks with North Korea if the saber-rattling country lowered tensions and honored past agreements, even as it rejected South Korea's latest offer of dialogue as a "crafty trick."

    U.S. Secretary of State John Kerry told reporters in Tokyo that North Korea would find "ready partners" in the United States if it began abandoning its nuclear program.

    Japan's foreign minister, Fumio Kishida, also demanded a resolution to a dispute concerning Japanese citizens abducted decades ago by North Korean officials.

    The diplomats seemed to point the way for a possible revival of the six-nation talks that have been suspended for four years.

    China long pushed has for the process to resume without conditions. But the U.S. and allies South Korea and Japan fear rewarding North Korea for its belligerence and the endless repetition of a cycle of tensions and failed talks that have prolonged the crisis.

    Kerry's message of openness to diplomacy was clear, however unlikely the chances appeared that North Korean leader Kim Jong Un's government would meet the American's conditions.

    "I'm not going to be so stuck in the mud that an opportunity to actually get something done is flagrantly wasted because of a kind of predetermined stubbornness," he told U.S.-based journalists.

    "You have to keep your mind open. But fundamentally, the concept is they're going to have to show some kind of good faith here so we're not going to around and around in the same-old, same-old," he said.

    Tensions have run high on the Korean Peninsula for months, with North Korea testing a nuclear device and its intercontinental ballistic missile technology.

    The reclusive communist state hasn't stopped there. It has issued almost daily threats that have included possible nuclear strikes against the United States. Analysts and foreign officials say that is still beyond the North Koreans' capability.

    While many threats have been dismissed as bluster, U.S. and South Korean say they believe the North in the coming days may test a mid-range missile designed to reach as far as Guam, the U.S. territory in the Pacific where the Pentagon is deploying a land-based missile-defense system.

    Japan is the last stop on a 10-day trip overseas for Kerry, who visited Seoul and Beijing as well in recent days.

    In South Korea, he strongly warned North Korea not to launch a missile and he reaffirmed U.S. defense of its allies in the region. In China, he secured a public pledge from Beijing, the lone government with significant influence over North Korea, to rid the North of nuclear weapons.

    Before flying back to the United States, Kerry told students Monday at the Tokyo Institute of Technology that the important thing was staying united on North Korea. He then met with Japanese Prime Minister Shinzo Abe.

    So far, Republican lawmakers in the U.S. have largely backed the Obama administration's efforts on North Korea.

    U.S. Sen. Marco Rubio, R-Fla., told CBS' "Face the Nation" that he was encouraged by Kerry's China visit and that he hoped "we can get the Chinese to care more about this issue.

    U.S. Sen. John McCain of Arizona suggested on CNN's "State of the Union" that the U.S. make a counter-threat by using missile interceptors to hit any North Korean missile that is test-fired.

    At each stop along his trip, Kerry stressed that the United States wanted a peaceful resolution of the North Korea situation six decades after a cease-fire ended the Korean War.

    But North Korea on Sunday served a reminder of the difficult task ahead. Its Committee for the Peaceful Reunification of Korea said the government had no intention of talking with Seoul unless the South abandons its confrontational posture, as the North called it.

    Seoul had pressed North Korea to discuss restarting operations at a joint factory park on the border and President Park Geun-hye has stressed peace opportunities after taking power from her more hard-line predecessor, Lee Myung-bak. The presidency expressed regret with North Korea's rebuttal Sunday.

    At a news conference in Tokyo, Kerry stressed that gaining China's commitment to a denuclearized North Korea was no small matter given its historically strong military and economic ties to North Korea.

    But he refused to say what the Chinese were offering to do concretely to pressure the North into abiding by some of the conditions it agreed to in a 2005 deal that required it to abandon its nuclear program.

    "They have to take some actions," Kerry said of North Korea. "How many or how much? I'd have to talk to folks back in Washington about that. But if the Chinese came to us and said, 'Look, here's what we have cooking,' I'm not going to tell you I'm shutting the door today to something that's logical and might have a chance of success."

    In remarks to U.S. journalists, Kerry said that under the right circumstances, he even would consider making a grand overture to North Korea's leader, such as an offer of direct talks with the U.S.

    "We're prepared to reach out," he said. Diplomacy, he added, required risk-taking and secrecy such as when President Richard Nixon engaged China in the 1970s or U.S. back-channel talks were able to end the Cuban missile crisis a decade earlier.

    Given their proximity and decades of hostility and distrust, Japan and South Korea have the most to fear from the North's unpredictable actions.

    Kerry clarified a statement he made Saturday in Beijing, when he told reporters the U.S. could scale back its missile-defense posture in the region if North Korea goes nuclear-free.

    It appeared to be a sweetener to coax tougher action from a Chinese government which has eyed the increased U.S. military presence in its backyard warily, but which has done little over the years to snuff out funding and support for North Korea's weapons of mass destruction program.

    Kerry said America's basic force posture wasn't up to debate. "There is no discussion that I know of to change that," he said.

    But he said it was logical that additional missile-defense elements, deployed specifically in response to the Korean threat, could be reversed if that threat no longer existed.

    "I was simply making an observation about the rationale for that particular deployment, which is to protect the United States' interests that are directly threatened by North Korea," he said.

    French scientist bemused by buzz over bra research

    PARIS (Reuters) - A little-known French sports doctor who spent 16 years studying the busts of about 300 women sent a scare through a country known for its love of lingerie this week when he suggested bras were useless.

    Jean-Denis Rouillon, 62, was thrust into the limelight after he told a student radio station that his work suggested wearing a bra weakened the natural muscles that hold up breasts and women should consider going bra-less.

    National radio picked up the story and Rouillon, based at the small University of Franche-Comte in the eastern town of Besan?on, was soon being hounded by newspapers and TV.

    France Info radio interviewed a 28-year-old volunteer in the study, Capucine, who said abandoning her bra had liberated her in more ways than one, improving her breathing and posture.

    "You breathe better, you stand up straighter, you have less back pain," she told the national news station.

    Even the highbrow daily Le Monde weighed in, offering an historical insight into the origins of the bra dating back to the 14th century.

    Rouillon told Reuters that his unpublished work is still in the early stages and he is hesitant about giving one-size-fits-all advice to women, despite the media circus.

    His preliminary results on 330 women aged 18 to 35 suggested that wearing a bra from an early age does nothing to help a wearer's breasts and going without could improve firmness.

    "The suspension system of the breasts degenerates," Rouillon said, explaining that bras also unnaturally hamper circulation.

    "But a middle-aged women, overweight, with 2.4 children? I'm not at all sure she'd benefit from abandoning bras," he added.

Workers in seven of the 10 largest occupations typically earn less than $30,000 a year, and for many small-business owners, two jobs are a must. A survey finds small companies favor immigration changes that would provide a path to citizenship.
